Bulk billing

Bulk billing is a payment system wherein a healthcare provider charges Medicare directly, allowing the patient to incur no out-of-pocket expenses.

In bulk billing, the provider accepts the Medicare rebate as the complete payment for their services.

How bulk billing operates?

  • The GP files the claim with Medicare.
  • Medicare disburses the rebate directly to the healthcare provider.
  • The patient completes and signs a bulk billing form.
  • No gap fees apply.

Eligibility and provider discretion

  • This option is available to all holders of a Medicare card.
  • Healthcare providers determine whether to offer bulk billing.
  • It is more frequently offered to those with concession cards and children.
  • Not every service or clinic provides bulk billing.

Frequently, bulk-billed services in Australia

  • General practitioner consultations.
  • Telehealth sessions.
  • Management items for chronic illnesses.
  • Health check-ups for children.

Bulk billing alleviates financial barriers and enables Australians to access necessary healthcare without upfront costs.
